To the public, it was inappropriate for Disney's singer and actress Miley Cyrus - only fifteen at the time - to take such a provocative and revealing photograph. Cyrus apologized to her fans and was somewhat forgiven. The issue was not overlooked but it eventually subsided.

Cyrus' attempt to create a new image and stray away from her alter ego Hannah Montana shocked fans. Likewise, the buzz about her new image soon began to dwindle.
 

Strike Three: Another music video called "Who owns my Heart?" was the last strike for many, especially the Parents Television Council, a nonprofit organization that seeks to discourage graphic sexual themes and dialogue, depictions of gratuitous violence, and profane/obscene language within family viewing options.
 

In the music video, the seventeen-year-old Cyrus was shown wearing a tank top and underwear while 'grinding' on both men and women. The lyrics, the too-revealing attire, and overtly sexual choreography had the PTC in fear that Cyrus' new image may be damaging her younger audience.
 

It is impossible to understand why Cyrus is trying to break away from her "good girl" image, according to many parents. However, it is evident that Miley Cyrus is evolving and has proven she can't be tamed.
